He was born on February 24, 1951, in Yermakov District, Pavlodar Region, Kazakhstan. He served in the Navy. He has higher education: he graduated from the Engineers and Construction College of Makeevka and the Higher Party School of Khabarovsk. He is Sc. Candidate (Economics). He has the military rank of Colonel.
His professional background dates back to 1969. In 1973, he was sent under a Komsomol road waybill to Chukotka to participate in construction of the Bilibino Nuclear Power Station. He also took part in building of the Magadan, Arkagalinsk, and Luchegorsk Heat and Electric Power Plants.
In 1973-1983, he worked as operator, engineer, and technical expert (he has passed all professional growth stages: from concreter/carpenter to master and foreman of the Construction Department of the Bilibino Nuclear Power Station, from head of the Komsomol construction headquarters to Deputy Chairman of the Bilibino District Council Executive Committee).
In 1983-1987, he was Deputy Chairman of the Bilibino District Council Executive Committee.
In 1987-1990, he was Deputy Chairman of the Executive Committee of the Chukotka Area Council of the People’s Deputies, since 1990, he has been Chairman of the Chukotka Area Council of the People’s Deputies Executive Committee.
In 1991-2000, he was the Head of Administration (Governor) of the Chukotka Autonomous Area. He has been the Deputy to District, Area, and Regional Councils of People’s Deputies for more than 20 years.
In 1996, he was elected to the Federation Council of the Russian Federation Federal Assembly where he headed the Committee on the Northern Territories and National Minorities.
In 2000, he was appointed Representative of the Chukotka Autonomous Area Administration at the Federation Council where, again, he was nominated Chairman of the Committee on the Northern Territories and National Minorities.
He is a member of the Parliamentary Assembly of the Council of Europe (PACE).
In 1993, he was elected Secretary of the Russia’s Governors Union.
On September 24, 2003, A.V.Nazarov was appointed by the Federation Council Auditor of the Accounts Chamber of the Russian Federation.
He was awarded with the Order of Honor, the Order of Merit to the Fatherland, 4th degree, the Order of the Blessed Sergy Radonezhsky, 4th degree, and numerous medals.
He is married and has three daughters.
His favorite pastime is playing football. His hobbies are fishing and hunting. He is the President of the Senator Club of the Proper Hunting, a regional NGO.
