Born in 1954. Higher education. In 1984 graduated from the Ulyanovsk Politechnical Institute.

1984-1988, Chief power engineering specialist of the large-panel construction plant in Ulyanovsk.

1988-1990, Secretary of the Communist Party Committee of the Ulyanovsk housing construction enterprise.

1990-1991, Head of Department of the Ulyanovsk CPSU Regional Committee.

1990-1993, Deputy of the Ulyanovsk City Council.

1992-1995, Deputy Head of the Ulyanovsk Region Administration, Head of Department for the Foreign-Economic Relations of the Ulyanovsk Region Administration.

1995-2001, Deputy of the Legislative Assembly of the Ulyanovsk Region, Chairman of the Legislative Assembly of the Ulyanovsk Region, Member of the Federation Council of the Federal Assembly of the Russian Federation. Simultaneously in 1996-2001, Deputy Chairman of the Federation Council Committee for Science, Culture, Education, Health Care and Ecology, Chairman of the Federation Council Temporary Commission for the Youth Policies.

On June 29, 2001, was appointed Auditor of the Accounts Chamber of the Russian Federation by the Federation Council of the Federal Assembly of the Russian Federation.

State awards:

  • Medal "In Commemoration of the 850-th Anniversary of Moscow";
  • Medal "In Commemoration of the 300-th Anniversary of Saint-Petersburg";
  • "Order of Friendship".

Other awards:

  • "Order of Saint Sergius Radonezh" - by the decree of Patriarch Alexy II of Moscow and all Russia";
  • "Order of the Holy Prince Daniel of Moscow", Class III - by the decree of Patriarch Alexy II of Moscow and all Russia";
  • Honourable Citizen of the City of Ulyanovsk (Ulyanovsk Region) and the City of Murom (Vladimir Region).
