Account Chamber of the Russian Federation

Article 1

The following amendments to be inserted to Federal Law of January 11, 1995 No. 4-FZ "On the Accounts Chamber of the Russian Federation" (Corpus of Legislative Acts of the Russian Federation, 1995, No. 3, art. 167; 2004, No. 33, art. 3370):

1) in article 5:

а) part one after wording "shall be appointed by the State Duma" to be added to by words "on presentation by the President of the Russian Federation", to be added to by clauses with the following contents: "Proposals to the President of the Russian Federation on candidates to the position of the Chairman of the Accounts Chamber may be submitted by deputies' associations in the State Duma and State Duma committees, as well as by not less than one-fifth of the total number of deputies of the State Duma. The President of the Russian Federation shall present a candidate for the appointment to the position of the Chairman of the Accounts Chamber not later than three months prior to the expiry of powers of acting Chairman of the Accounts Chamber. In case of early dismissal of the Chairman of the Accounts Chamber, the President of the Russian Federation shall present a candidate to this position within a two-week period from the date of the dismissal mentioned. In case of declining the candidate proposed for the position of the Chairman of the Accounts Chamber, the President of the Russian Federation shall introduce a new candidate within two weeks. In this connection, the President of the Russian Federation shall be entitled to present the same candidate for consideration of the State Duma once more, or introduce another candidate.";

b) part eight after wording "shall be appointed by the Federation Council" to be added to by words "on presentation by the President of the Russian Federation", to be added to by clauses with the following contents: "Proposals to the President of the Russian Federation on candidates to the position of the Deputy Chairman of the Accounts Chamber may be submitted by committees and commissions of the Federation Council, as well as by not less than one-fifth part of the total number of members of the Federation Council. The President of the Russian Federation shall present a candidate for the appointment to the position of the Deputy Chairman of the Accounts Chamber not later than three months prior to the expiry of powers of acting Deputy Chairman of the Accounts Chamber. In case of early dismissal of the Deputy Chairman of the Accounts Chamber, the President of the Russian Federation shall present a candidate to this position within a two-week period from the date of the dismissal mentioned. In case of declining the candidate proposed for the position of the Deputy Chairman of the Accounts Chamber, the President of the Russian Federation shall introduce a new candidate within two weeks. In this connection, the President of the Russian Federation shall be entitled to present the same candidate for consideration of the Federation Council once more, or introduce another candidate.";

2) article 6 part five to be declared invalid;

3) in article 29:

а) word "only" in part five paragraph one to be deleted;

b) to be added to by part seven read as follows:

"Recommendations on dismissal from the offices of the Chairman of the Accounts Chamber and the Deputy Chairman of the Accounts Chamber shall be submitted to appropriate chambers of the Federal Assembly of the Russian Federation by the President of the Russian Federation."

Article 2

This Federal Law shall enter into effect on the date of its official publication.
