Born in the town of Glussk, Mogilyov Region, Belorussia, on June 18, 1958.
1981 - graduated from the Moscow Aviation Institute (Sergo Ordzhonikidze Institute).
1981-85 – Engineer at the Design Studio of Vympel Engineering Works, Moscow.
1985 – joined the VLKSM Tushino Regional Committee, Moscow, as a secretary of VLKSM Regional Committee. In 1989/1991 – elected Secretary of the VLKSM Moscow Municipal Committee.
1991-1994 – CEO of Odyssey JSC.
1994 – joined state service at a newly established upper chamber of the Russian Parliament, the Federation Council.
1994-2001 – Head of Administration, Committee for Budget, Tax Policy, Financial, Foreign Exchange, and Customs Regulation and Banking at the Russian Federation Federal Assembly Federation Council.
2001 – appointed member of the Russian Federation Federal Assembly Federation Council by the Sakhalin Regional Administration. Headed the Federation Parliamentary Group that united most senators. Simultaneously acted as Deputy Chairman of the Federation Council Budget Committee.
Late the same year, elected Deputy, and on January 30, 2002, First Deputy Chairman of the Russian Federation Federal Assembly Federation Council. He worked in that position till January 2004.
On May 12, 2004, Mr. Goreglyad was appointed Auditor of the Russian Federation Accounts Chamber by the Federation Council and supervises the area of control over federal budget expenditures on science, education, culture, and healthcare.
Science Doctor in Economics. An author of a series of scientific articles and five monographs. In 2002, he published Budget as Economic Development Financial Regulator. The scientific specialization includes macro-economic analysis, problems of regional economic development and innovation economics.
Hobbies: historic literature, tennis, basketball, and football.
