Control over the Federal Budget expenditures for national-level issues
Sergey Nikolaevich Movchan was born on July 13, 1959, in Arkhangelsk in a military family - his father was a marine border guard. Movchan graduated from the law department of the Leningrad State University. For three years, he worked as a lawyer in the Kamchatka. Then he returned home and worked at the Leningrad City Executive Committee.
He established and for seven years headed the Registration Chamber of St. Petersburg Mayor's office, was the chief officer of justice of the city. For several years he worked in the entrepreneurial business. After moving to Moscow, he was employed at the Ministry of Transport, and then at the Ministry of Communications as deputy chief executive officer. After the Ministry of Communications of Russia was transformed into Russian Railways OJSC, he headed the secretariat of the company's first vice president.
In November 2004, in accordance with a decree of the President of Russia, he became head of the Federal Registration Service in the position of Director of the Federal Registration Service - Chief Public Registrar of the Russian Federation, and he held the position till February 2007.
On June 8, 2007, the State Duma of the Federal Assembly of the Russian Federation appointed S.N.Movchan auditor of the Accounts Chamber of the Russian Federation.
Married, has a son.
