Born on November 8, 1963, in Moscow Region. Higher education: graduated from the Moscow Institute of Steel and Alloys in 1986 with a specialization in ferrous metallurgy.

1988-1991 - planning engineer of the Central Research Institute for Machine Building Technology (TsNIITMASH) in the City of Moscow. Graduated from the TsNIITMASH postgraduate courses in 1989. Candidate of economic sciences.

1991-1993 - Head of department at ZAO Economic Interaction Association GARO.

1993-1996 - Executive director of Romi-Ross Close Joint Stock Company.

1996-2001 - Chairman of the Board of Directors of OJSC Group of Industrial Enterprises RKP, advisor of the Head of the Administration of Ryazan Region for Economic Issues.

From January 2001 to November 2006, member of the Federation Council of the Federal Assembly of the Russian Federation as delegated by Ryazan Region, and then by the legislative assembly (Suglana) of the Evenk Autonomous Area. A member of the Federation Council Committee for Agricultural Policy, Deputy Chairman of the Federation Council Committee for Agricultural Policy, member of the Committee for the Constitutional Legislation.

In January, 2002, he was elected Chairman of the Federation Council Committee for Natural Monopolies.

On November 15, 2006, the Federation Council of the Federal Assembly of the Russian Federation appointed M.V.Odintsov auditor of the Accounts Chamber of the Russian Federation.

Awarded with memorial signs of the Chairman of the State Duma of the Federal Assembly of the Russian Federation 'The 100th Anniversary of Establishing the State Duma of Russia', and is an Honorary Worker of the fuel and energy complex.

He was many times given Certificates of Honor and Acknowledgements by the Federal Assembly, the Accounts Chamber of the Russian Federation, ministries and departments of the Russian Federation specializing in power engineering, transport and communication.

Married, has two children.
